Summary of GSA Instructions for Pricing Non-professional Services
Under MOBIS and LOGWORLD
- Offerors may price their offers based on commercial sales practices or based on AWDS. Regardless of which method is used the offeror must a) select the locality where the “majority” of its work is to be performed and b) ensure that is labor pricing for each labor category covers its wage obligations under that AWD. This verification is to be accomplished by prepare an SCA Comparison Matrix wish lists the applicable AWD, labor categories and rates.
- After verifying pricing the offeror is then instructed to include language in its GSA Price List that states
"The Service Contract Act (SCA) is applicable to this contract and it includes SCA
applicable labor categories. The prices for the indicated (**) SCA labor categories are
based on the U.S. Department of Labor Wage Determination Number(s) identified in the
SCA matrix. The prices offered are based on the preponderance of where work is
performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly."
- The new solicitation language further states that
The WD Revision Number in the GSA contract takes precedence over any WD
Revision Number an agency incorporates into an RFQ at the Task Order Level.
Contractor cannot increase its GSA contract prices at the Task Order Level as a result of
accepting a WD Revision Number at the Task Order Level that differs from the WD
Revision Number currently incorporated to the Contractor's GSA contract.
- Finally the new solicitation language states that future price adjustments may be based on one of three methods: a) a commercial price list change; b) a change in an agreed upon market indicator factor or c) a change in the AWD selected to price SCA labor categories under the contract. The method to be used will be selected at award and will thereafter be followed for the contract term.
