The Federal Supply Schedules managed by the General Services Administration (GSA) and the Department of Veterans Affairs (VA) are unique contract instruments that pose special challenges to contract managers and administrators. For example, because they have a potential duration of 20 years, the ability to increase prices and add new product or service offerings takes on special significance under these contracts. In addition, because prices under these contracts are typically derived from and tied to a company’s commercial sales practices, effective contract pricing and management of these contracts is heavily dependent on the company’s ability to monitor and report changes in its commercial sales practices. Finally these contracts contain reporting and compliance requirements that mandate that you be able to quickly demonstrate which sales are GSA/VA schedule sales, and which are not. The inability to effectively manage these unique requirements will cause your Schedule contracts to lose their profitability and can lead to extremely unpleasant consequences in the event of GSA/VA audits are conducted.

James (Jim) Phillips is an experienced federal contracts attorney and expert in GSA Schedule Contracting. He is a renowned author and speaker on GSA contracting topics. Jim is a founder and owner in Centre Consulting, Inc., a premier training and GSA consulting company. Jim is frequently called upon to evaluate and solve difficult GSA schedule issues on behalf of his clients. In addition to representing clients on GSA contracting issues, he also presents Centre’s extremely popular Boot Camp for GSA Contracting seminar and a course on Surviving a GSA Audit. In addition to regularly participating in GSA industry events, Jim also recently served as the lead of a joint industry-government working group that provided recommendations to DoD and GSA for improving IDIQ contracting.
